The idea of ​​withdrawing the military from the streets of Mexico will not be a reality. This was one of the proposals of the then candidate of Mexico, Andrés Manuel López Obrador (AMLO). However, the now president, desisted from the idea, as he announced with his Peace and Security Plan.

AMLO's initiative  has 8 axes that intend to implement "actions, strategies and new corporations to address insecurity and corruption," as stated by the Alainet portal. These are:

  1. Eradicate corruption and reactivate the administration of justice

  2. Guarantee employment, education, health and well-being

  3. Full respect and promotion of human rights

  4. Ethical regeneration of society

  5. Restate the fight against drugs

  6. Undertake the construction of peace

  7. Recovery and dignification

  8. Public Security Plan.

Within these axes, those that have been discussed the most are "the creation of a National Guard, the application of amnesty and the establishment of a 'Moral Constitution'" , as the GatoPardo medium mentions.

Undoubtedly, the point that gave more to talk about was the last, since this was similar to the Enrique Peña Nieto's proposal, who also promised to make changes in terms of security of what the previous president, Felipe Calderón, had done.

For AMLO, the solution is to create a National Guard. In order to achieve this, he must carry out a reform of the Mexican Constitution. Already, from day 1 of his mandate, Lopez Obrador promised "to deploy the army of Mexico for the public security", as it informs Military Market.

For the president it is of the utmost importance that not only the military and members of the Navy are part of this new plan, with the aim of being part of this National Guard and able to protect and monitor a large part of the Central American country. AMLO made the invitation in his first official event as president: "I call you, in my capacity as supreme commander of the Armed Forces, so that together we can solve the problem of insecurity and violence and dispel the doubts thinking that this decision has to do with authoritarian and repressive measures".

The approach of this National Guard is given at a critical moment, because 2017 was one of the most violent years in that country, since there were 31,174 murders during the year, as reported by the National Institute of Statistics and Geography (Inegi) .

National Guard: it does not matter the cost

In response to the AMLO initiative, several organizations, such as Human Watch Rights, opposed the creation of the National Guard. Through a press release, the institution said that "it is a wrong strategy to address the public security crisis that Mexico is going through." He also indicated that "the use of the Armed Forces to confront criminal violence has led to widespread abuses, including executions, enforced disappearances and torture, which demonstrates why the Armed Forces should not be used for public security tasks."

Also, they add that the mixture between the military and public security is not so satisfactory, because the first is designed for war, which has led them to "perform very serious abuses against civilians, with widespread impunity." Finally, they invite the president to reconsider his decision, asking that AMLO's objective is to strengthen the country's civilian police forces.

In spite of the above, AMLO has been reiterative and continued with his speech, affirming that the creation of this National Guard will be governed by the principles of human rights. To know if the National Guard is approved or not by the Mexican people, López Obrador will make a consultation in March of next year, as or affirms Notiamerica.
